Custom route stopped working after Patch 4

I have the following custom route added to global.asax.cs:

RouteTable.Routes.MapRoute(name: "hcc", url: hcc/{controller}/{action}", defaults: new { action = "index" });

If is used to route custom functionality not using CMS content. This worked before but now after installing Patch 4 it stopped working, I just get 404:

HttpException]: The controller for path "/hcc/FormResult" was not found or does not implement IController.

I have controller named FormResult and it has Index method

What has changed in routing in Patch 4?
