One specific fallback language doesn't kick in while others do

I have this weird issue on a multi-language site where one specific language (Latvia) doesn't go to English and gives a "Page doesn't exist" - error. Nothing strange in that unless it doesn't happen for German, Finnish, Norwegian, Danish and several other languages that are configured the exact same way. The page is only available in Swedish and English while the site itself has serveral languages activated.

Any suggestions what to do? Thanks!

The settings look fine to me. Normally, fallback language will not apply if a replacement language has been set for the pages in the structure. But since you are getting 404 error, I guess that is not the case. If you create a new page with lv as language, that works without errors?
