When editing go straight to properties instead of edit mode.

Hi,

 

 

How could i make this, that when editing page or block would go straight to properties instead of edit mode?

Like when editing, it would show not this: http://imageshack.com/a/img856/9109/flpt.png

But this: http://imageshack.com/a/img7/1410/xaoe.png
