Yes, I believe you can achieve this with replacement language. Read about it in Editors manual :) (page 95)

Is it possible to specify the fallbacklanguage for an entirer language? Let's say that we have a page in Swedish where the fallbacklanguage is English. Is it possible to specify another fallbacklanguage for the entire Swedish language? Say we want norwegen to be the fallbacklanguage even though the actuall fallbacklanguage is english.
