Not sure what the question is. But yes, you can set access rights to languages. But to pages you can only set access rights on the master language.
Good to hear that it is possible to set access rights to languages, so we can have an editor for Britsh site and one for French, how do you do it?
To give a group of editors permission to manage content in one language branch, once you have created a user group and given this group Access Rights to the site, followed the steps below "The solution" at:

uncheck the tick box for the Everyone group.
I created a group for each language branch and put the editor users into the appropriate group. You need to ensure that your administrator account is included in the Manage Web Sites group if this account should edit content.
With a new 6R2 site, is it possible to have an editor who only has permission to modify and publish in one language branch.

to give the editor group permission to access the editor back-end, having create WebEditors (global) and WebEditors_GB (language specific) groups, but an editor does not have Publish permission, and have save permission in all of the language branches.
