Sorry to say that the files in the VPP arent stored on folder basis as you see them in the UI. The first 4 characters in the GUID (name of the file) makes up the folders a file is located in.
So if you have a folder like this in the Global VPP folder:
/Global/8c/34/
The files in that folder starts with 8c34 (for example 8c3439e8-dadb-42ea-b8a2-4db712924e88.jpg)
So even if the files are located in the same folder in the File manager they are distributed in different ones on disk. So its not possible to get a specific folder from a backup and just copy that one to restore all the files you saw before a catalogue was deleted in the file manager.

OK. But if we restore all the files in VPP but not overwright, all the files is back. But how do you restore the database but only the information about the Folders and files that was deleted. In order to get the folders back in editmode- global files, and all the links correct to VPP folder.

Yes you can do that to restore the actual files. As you say the issue is the rows in the db. You will need to do a db-restore to get them. If its a newly created folder the user removed you can do some police work using the Change log to at least find the names of the files but would need manual work to have them connected to pages etc again. Its doable if its just a couple of files.
Best is to do a db-restore even if newly created material would be cleared, hopefully they havent worked that much after they deleted the folder.
