Removing access to forum room

We have an implementation using Windows authentication (WindowsRoleProvider for roleManager and EPiServerCommonIntegrationMembershipProvider for membership). I want to prevent access to a forum room, but adding access restriction to a forum does not stop access to the room to others not listed as having access. Is this a bug, or is there another setting. I am working from page 23 of the "EPiServer Community Release 3.2" PDF.
