Self Optimizing Block - HTTP Error 404.0 - Not Found

We are getting 404 error, While creating new "Self Optimizing Block" in CMS edit Mode.

Uisng Vs2017, Episerver CMS 10.10.1.0. 

Getting the same error in Alloy demo kit after upgrading to latest version.
