"New page" button and translate button is gray out/ disabled

I have no idea while both new page and translated button are disabled. I checked permission. My account is in administrator group and have full control of every permission. Do you have any idea? They were able to create new page and translate before, but I don't know why they are disabled now.

Check if your language is enabled for creation or not, see this post
