How to restrict banners for specific customers
Maybe you could display the banner only for certain visitor groups? You can create visitor groups based on Commerce Criteria.

I am unable to restrict a banner(in my e-commerce application) for specific customers, as the current issue is the entire page is getting restricted, when i am restricting a banner in that page.
Please kindle guide my if any knows/how to fix this issue.
