Episerver Edit mode show page is missing for the current language but page is created

I have created a page programatically with 2 languages(English UK, German DE), where English uk is in published state and German DE is in draft/unpublished state. Both the pages are having same content, but germn De page is showing a tool tip that "Page is misisng for the current language" and I am also able to publish this German page. So I am not getting why Epsierver is showing this message.

English Uk is the master language in this case. can anyone help me out on this.

Can you post the code of how you create the page in both languages?
