Visitor Group Criteria Pack Add on not working in Azure ADFS

In Technical Creteria "Role" is not working, getting "An unhandled error has occured in a background request.  Unable to load /EPiServer/Cms/VisitorGroups/CriteriaUI status: 500" Error, is this becase of RoleManager disabled in Web.config? if so what is the alternative salution for this? or something else?

My best guess is that you are correct. Rolemanager will throw exception in Azure if they haven't built specific support for azure. So either implement support for it out wait until someone else does :)
