While you can't copy and paste from the forms tab to the blocks tab.

You can copy from the blocks tab directly.

Open the blocks tabs locate the 'Episerver forms' folder and find the form you wish to copy.

Then paste that from within the blocks tab.

I did not know that the blocks tab and forms tab share the same Episerver forms folder.

To be honest I didn't realise unitl i took a look at it myself, I learn't something from this exercise also.

I knew forms is an extension of blocks and therefore that said in my head the forms should be available under the blocks tab.
