There's really no good way to answer that question without knowing your requirements, Tony. No sites are identical.

The Alloy site has pagetypes, controls and blocks ready for use, so if you and your customer are fine with ripping off these you should have a site up in a couple of working days - plus the time to add the design and styles. 

But please remember the Alloy site is a demo site and you should never blindly copy code without understanding what it does.
