Referencing Media File Path with in any application

Is it possible if an application would want to use an image/PDF file that was uploaded in EPI CMS as like In Ektron CMS, uploaded files saved into server uploadedimage/uploadefile directory and the file path can be referenced within any applications.
Is there any option in EPI the uploaded media file path can be referenced within any application ?
I am new to episerver cms, so any assistance would be greatly appreciated.
